A Professional Employer Organization (PEO) is a type of employing unit, sometimes called an Employer leasing company. In order to be considered an employing unit, the PEO must pay its client’s employees out of its own funds and be responsible for hiring and firing employees, with consultation from the client. The UI agency allows the PEO to register as an Employer and add clients via the Self-Service account.
Agent
An Agent is a third-party administrator who has an agreement with an Employer (client) to perform certain UI roles on behalf of the client.
Client
A client is an Employer who has an agreement with an Agent for the Agent to perform certain UI roles on behalf of the client.
