What do the different Contact Types mean?

Contact Types of Employer are meant to help the UI Agency when reaching out to Employers for questions. For example, SIDES (State Information Data Exchange System) contact will allow the agency staff to contact Employer for specific SIDES related questions or queries.

What is the Merit Year?

Merit Year is the year after which at least thirty-six consecutive months have elapsed immediately preceding the June 30 rate computation date. 

 

For Example:

New Employers keep the new account rate for 36 months.  The determination for a merit year is as follows:

 

      If the account is established before July 1st, the 36 months begin with the following rate year. Ex.  Account effective 6-1-12, the 36 months begin in 2013.  The merit year would be 2016, at which time the Employer would get an earned rate based on payments made less any charges against the account

 

      If the account is established after July 1st, the 36 months begin two years after. Ex. Account effective 7-1-12, the 36 months being in 2014.  The merit year would be 2017, at which time the Employer would get an earned rate based on payments made less any charges against the account.

What is Delinquent UI Rate?

If an Employer does not maintain his/her account in good standing, the agency staff has authority to identify the Employer as delinquent and increate their System generated rate. Each year the maximum delinquent rate is defined in yearly tax tables. Examples: Not paying taxes on time, not filing wages on time, etc.

What is the significance of the question:

“Does this business employ person(s) who work for a school?”

​This is to identify if the Employer is a school or an institution for benefits claims 'reasonable assurance' benefits purposes. Reasonable assurance is a written, verbal, or implied agreement that the school employee will perform services for an educational institution during the next academic year, term, or remainder of a term. The agreement must ensure the economic terms and conditions are substantially the same as those conditions in the previous school year or term.

 

What is the significance of the question:

 “Is this business registering because the FEIN has changed?”

 

To identify if the Employer is registering the business as a result of change in FEIN. An FEIN (once assigned) will never be changed unless requested.  If “Yes” is selected, SUITS directs the User to the Succession process after the Registration process is complete.

What is the significance of the question:  

“Is this business registering because of an acquisition, merger, entity change or consolidation with another business or businesses operating in the South Carolina?”

To identify if the Employer is registering the business as a result of a merger of an acquisition. If “Yes” is selected, SUITS directs the User to the Succession process after the registration process is complete.
